I came from a website saying this was for Windows 10, so when I downloaded it, it said there was only a 32bit version, which doesnt work with my computer.

32 bit works on 64 but tough 64 bit dosent work on 32 bit if you have 64 bit it should work because 64 bit supports 32 bit
You need the AdobeAir framework to be installed before you can actually use it. However, it doesn't have any functionality whatsoever because it's just a viewer that loads the old iPhone interface and allows you to click on a couple of buttons and that's it. The version of the OS isn't even new the most of the buttons don't work properly.
I am running windows 10 with the latest updates. I have the most current version of adobe air 28.0.0.127, and I downloaded the most recent version of Air IPhone 3.03. The file, according to my pc, is damaged and can not be installed.

Have downloaded the Adobe Air and now the desktopiphone.air file but unable to run it as it says file is corrupt. Can't find how to run as 32 bit since the Compatability Troubleshooter wants a .exe or a .msi file?

You can't open the IPA file into the Air iPhone because this is just a simple simulator that uses Adobe AIR to show you a very brief example of what the iPhone device has to offer.
You can load the IPA file to your device using a website called DIAWI and then download it using the installed browser called Safari.
When installing writes "Error, it is impossible to install the program file because the installation file is damaged" appears, what should I do?

The message shows that it's impossible to install due to the corrupted installed. This error can be fixed by downloading a new version of AIR iPhone along with the Adobe Air, since it depends on this framework to install properly.
Download the framework again and the installer as well, then launch it and make sure to use Run as Administrator. I just tested this and it works normally.
